Not For Identification
Mr. CARTER. One more question. Somebody might know the answer to this. The other day I was happening to dig through some old papers. I found an original Social Security card for my father, and printed at the bottom of the card it said ''Not For Identification Purposes.'' what happened? Does anybody have any idea why all of a sudden our grades are posted in college by Social Security numbers and so many other things are done as identifier when it was clearly designated in the original Social Security it was not for identification purposes? Anybody know the answer?
Mr. RYAN. I will step forward, Congressman. Because it possessed the virtue of being a unique identifier that bridges all systems, all other infrastructure. So over time it came to be exploited.
Mr. CARTER. It is also becoming a unique door-opener to get into some of this stuff.
Mr. SCHIFF. Would the gentleman yield for a moment?
Mr. CARTER. Yes, sir.
Mr. SCHIFF. It is an interesting question, if this is your father's identification.
Mr. CARTER. Yes. It was probably an original.
Mr. SCHIFF. If someone stole your father's Social Security card and used it, there would probably be a problem of proof because it says on it Not For Identification Purposes. So would it be an identification document under the section if the card itself says not for identification purposes?
Mr. CARTER. It probably would not. I agree. But it is interesting that it has changed so much in the history of this country.
Mr. COBLE. The gentleman's time has expired.

DISPATCHER: What's your emergency?
UNIDENTIFIED FEMALE: There's a lady on the ground here in the emergency room, and they are ignoring her, claiming that she's already been discharged. She's definitely sick [vomiting up blood] but everybody's ignoring her.
DISPATCHER: What do you want me to do for you, ma'am?
UNIDENTIFIED FEMALE: Send an ambulance out here to take her somewhere where she can get medical help.
DISPATCHER: OK, you‘re at the hospital ma‘am. You have to contact them.
UNIDENTIFIED FEMALE: They‘re the problem. They won‘t help her.
DISPATCHER: They‘re the medical professionals. OK? You‘re already at a hospital. 911 is used for emergency purposes only.
UNIDENTIFIED FEMALE: You can still send an ambulance if that's my request.
DISPATCHER: Well, I can contact the fire department for you. You can talk it over with them. I have a feeling they're not going to do it for you, ma'am. You're already at the hospital.
UNIDENTIFIED FEMALE: I know where I am.
DISPATCHER: If you're not pleased with the results you're getting from the--
UNIDENTIFIED FEMALE: It's another patient. I'm not pleased with the results I'm getting from them, but it's another patient who's sicker, and she's down, all down on the ground--
DISPATCHER: Well, I can't do anything about the quality of the hospital. This line is for emergency purposes only. 911 is for emergencies.
UNIDENTIFIED FEMALE: This is an emergency, mister.
DISPATCHER: It is not an emergency. It is not an emergency ma‘am.
UNIDENTIFIED FEMALE: You're not here now to see how they're treating her.
DISPATCHER: Well, that's not a criminal thin. We handle--
UNIDENTIFIED FEMALE: Excuse me, if this woman falls down and dies, what do you mean that ain't a criminal thing?
DISPATCHER: If you have a problem with the quality of the hospital, you have to contact the hospital supervisors, okay? Let them know. The police have nothing to do with that, ma'am. This line--911-- is used for emergency purposes only.
UNIDENTIFIED FEMALE: This is an emergency!
DISPATCHER: It is not! If you want to call us back at our business line, I'll give you our number.
UNIDENTIFIED FEMALE: Can I still have a paramedic unit come here and get her?
DISPATCHER: Like I said, if you got a pen, I'll give you our business line.
UNIDENTIFIED FEMALE: No, I don't want another number.
DISPATCHER: Okay.
UNIDENTIFIED FEMALE: May God strike you too for acting the way you just acted.
DISPATCHER: Negative ma‘am. You‘re the one who's wrong.
The woman lay on the floor for forty-five minutes and died.
